EU imposes provisional AD duties on China’s electrolytic manganese dioxides

According to the Commission Implementing Regulation (EU) 2023/2120 published on October 12, 2023, the European Commission decided to impose a provisional anti-dumping (AD) duty on imports of electrolytic manganese dioxides originating in China.

The provisional AD duties for Xiangtan, Guiliu, Daxin, other cooperating companies, and all other companies were set at 8.8%, 0%, 15.8%, 10%, and 34.6%, respectively.

The product concerned under investigation is electrolytic manganese dioxide (EMD) manufactured through an electrolytic process, which has not been heat-treated after the electrolytic process. These products are under CN code ex 2820.10.00 (TARIC code 2820.1000.10).

The subject products under the probe include two main types, carbon-zinc grade EMD and alkaline grade EMD, which are generally used as intermediate products in the production of dry cell consumer batteries and may also be used in limited quantities in other industries such as chemicals, pharmaceuticals, and ceramics.
